Była to organizacja która miała chronić i utrzymywać w działaniu takie rzeczy jak stacje z prądem, gazem, wodą, stacje kolejowe, urzędy pocztowe, zakłady żywnościowe itp.Zalożone 30 września 1919 roku przez Otto Lummitzsch-a.
